"Companies doing business with the VA don't know what the rules are, and even the VA contracting officers get confused," FCW quoted Rep. Mike Coffman (R-Colo.) as saying at a House Veterans Affairs Committee hearing.

Another account goes as far as to say the ordering interface looks like something from when people began using computers.

However, the VA still has until 2018 to standardize its overall procurement regulation.
