Paul Leslie joined Apptis Inc. as
president and chief operating officer.
The Chantilly, Va., company's
strategy calls for emphasizing its
technology services business, which
Leslie is charged with overseeing.
He most recently was president and
chief executive officer at Apogen
Technologies Inc.

Harris Corp. senior executives
Sheldon Fox, Wesley Covell and R.
Kent Buchanan moved up a notch
at the Melbourne, Fla., company.
Fox, former president of defense
programs, was named president of
national intelligence programs, succeeding
Russell Haney, who will
retire at the end of the year.
Succeeding Fox is Covell, former
vice president of engineering.
Buchanan leaves his position as
vice president of corporate technology
and development to take the
reins as vice president of engineering
for government communications
systems and chief technology

Scott Friedlander was named
president and COO of GTSI Corp., of
Chantilly, Va. Until Dec. 1, Friedlander
was an executive vice president
at GTSI. The promotion came
with added responsibilities for operations
and the company's information
technology department.

Alexandre Winter was named
CEO of the image search and
recognition solutions company he
helped found, LTU Technologies
Inc. Winter, formerly CTO at the
Washington company, replaces
Chahab Nastar. Nastar will remain
on the company's board of directors.

Frederic Jahard, the company's
product development director,
was named to replace Winter as
CTO. P. Kevin Smith expanded his
role as North American sales vice
president to become worldwide
sales and marketing senior vice

Tom Eaton joined CapRock
Communications Inc., of Houston,
as president of its Fairfax, Va., subsidiary
Arrowhead Global Solutions
Inc. Eaton most recently was president
of G2 Satellite Solutions, a
PanAmSat subsidiary.

Lee Carrick joined Perot Systems
Government Services Inc., of Fairfax,
Va., as an executive vice president
leading the company's Homeland
Security Department, National
Security and Defense Department
divisions. Carrick most recently was
vice president of enterprise solutions
at Northrop Grumman Corp.'s
IT/civilian agencies group.

Dan Whaite joined Ironworks
Consulting, of Vienna, Va., as a
business development executive.
Whaite most recently oversaw
Washington-area commercial channel
relationships at EMC Corp.

Phillip Gomez joined PRTM
Management Consultants, of
Washington, as a principal in the
firm's biodefense and public health
practice. Gomez is the former director
of vaccine production at the
National Institute of Allergy and
Infectious Diseases/National
Institutes of Health Vaccine
Research Center.

Eric Brahney joined service-disabled
veteran-owned information
technology contractor Catapult
Technology Ltd. of Bethesda, Md.,
as corporate communications

Mike O'Neil joined Reactive
NanoTechnologies Inc., of Hunt
Valley, Md., as sales vice president.
O'Neil most recently was U.S. sales
manager at Heraeus Inc.

Mark Mueller joined Infonic plc,
of Reston, Va., as director of the
company's Geo-Replicator software
sales division in North America.
Mueller most recently was vice
president of North American sales
at CorasWorks Corp.

Jayna Kliner joined Welz and
Weisel Communications, of Fairfax,
Va., as vice president. Kliner, most
recently a public relations strategist
to technology companies, was senior
communications manager at
America Online.

Thomas Fargo, president of Trex
Enterprises Corp. and chairman
and CEO of the company's wireless
communications subsidiary Loea
Corp., joined the strategic advisory
board at AtHoc Inc. of Burlingame,
Calif. Fargo retired from the Navy
as an admiral and commander of
the U.S. Pacific Command in

vice president of the company's
visual environments group.

At Booz Allen Hamilton, of
McLean, Va.: Promotions to vice
president went to Drew Cohen, central
Maryland IT lead for large-scale

operations; Maria Darby,

lead, focusing on Defense

Jim Lee joined TiBA Solutions
LLC, of Greenville, S.C., as a project
manager, working with South
Carolina agencies and providing

Arnold Hunter joined Integral

the newly created position of corporate
security director. He will be
charged with ensuring that security
programs are managed at the senior
corporate level. Hunter most

Ed Brown joined Artison LLC, of
Incline Village, Nev., as vice president
of worldwide sales. Brown
most recently was national sales
manager at Niles Audio Corp.

Karen Deutsch joined Suss
Consulting Inc., of Jenkintown, Pa.,
as a lead proposal manager.
Deutsch most recently was vice
president of business development
at Artel Inc.
