Council hires former EDS exec to run management programs

The Council for Excellence in Government has tapped Judith Douglas to oversee leadership and performance initiatives.

Douglas, who began work last month, comes to the Washington nonprofit from EDS Corp., where she was a principal in the company's government industry-solutions consulting practice.

As vice president for leadership and performance at the council, Douglas will lead several programs including the excellence in government, senior fellows and e-government fellows programs.

She replaces Martha Johnson, who left in December to work for Touchstone Consulting Group Inc. of Washington.

Before joining EDS in 1996, Douglas worked for the General Services Administration as director of its IT Professional Development Center and Center for Governmentwide IT Management. She also previously worked for the IRS and for Syracuse, N.Y.

Douglas has a bachelor's degree in psychology and a master's in public administration from Syracuse University.
