An affiliate of NEC Corp., eLUMINANT is an optical access solutions provider to telecommunications carriers. Formerly senior vice president at Optisphere, Beagley will focus on expanding the Chantilly, Va., company's U.S. and international sales infrastructure as well as developing the strategic market positioning of eLUMINANT's traditional and new optical access products within the U.S. telecommunications industry.
DLT Solutions Inc., a Herndon, Va., government solutions partner, named Kerry Marple

Comstor Inc., a Chantilly, Va., channel provider of networking technology products, named William McFadden
as vice president of product management and marketing. He will be responsible for the product management and marketing aspects for all products sold by Comstor in the United States. McFadden has more than 20 years of telecommunications management experience, having previously held executive-level positions at Lucent Technologies and AT&T Corp.

has joined the firm as a managing director. MacDonald will focus on new business opportunities, developing new markets and continuing advisory efforts for information technology companies.
