PeopleSoft Inc. named Kevin Horigan as its new vice president and general manger for education and government sales. He has experience in building business units for education and government, telecommunications and financial services from working for Oracle Corp. and MicroStrategy Inc.

Jean-Michel Texier was hired as vice president of technology solutions for Application Technologies Inc., an information technology consulting firm for corporations and governments. Texier, who worked as chief information officer for the World Wildlife Fund, will oversee the implementation and support of e-business solutions.

Okena Inc., Boston, selected Dale McCloskey as federal sales manager. He was formerly federal account manger for Network Associates Inc., where he worked with the Navy and the FBI to help the agencies meet security needs.

Science & Engineering Associates Inc., New Orleans, hired Daniel Oliver as president of its wholly owned subsidiary, SEA Information Services. Oliver, a retired vice admiral, had been in the Navy for more than 30 years.

Consolidated Engineering Services Inc. appointed Michael Mucha to manage its environmental control center. He will oversee operations and grow the center's facility control and monitoring business. The environmental control center in Arlington, Va., uses direct digital technology to monitor and control heating, ventilation and air conditioning system in remote buildings.

Final Analysis, Lanham, Md., appointed Robert Vence vice president of product development. Vence will work with user terminal manufacturers to ensure the availability, readiness and price points of fielding terminals for the Final Analysis network. Previously, Vence served as vice president of operations at SkyTel.TRW Inc., Cleveland, promoted Diane Murray and David Zolet as vice presidents.

Murray was appointed as vice president and deputy general manger of the global information technology business. She will be responsible for civil federal, state and local government programs and commercial e-business products and information technology services. She was program manger for TRW's IRS contract. Zolet was named vice president and general manager of civil system business. He will be responsible for public safety, law enforcement, transportation and aviation programs. He was director of intelligence and defense information systems operations. Both are based at TRW Systems & Information Technology Group.
