Lockheed Martin IMS of Washington has appointed Kathleen Dezio as vice president of sales. Dezio had been senior vice president of corporate communications at Sunrise Assisted Living in McLean, Va. Lockheed Martin IMS provides technology and services to state and local governments.

Edward Martin has been named vice president of Science Applications International Corp.'s enterprise and health solutions sectors. The SAIC sectors provide IT services for health care customers. Martin headed his own health care consulting firm before joining SAIC and had an extensive career with the Defense Department.

ServerVault has hired James Donehey as acting chief information officer. Donehey comes from CapitalOne, where he also served as CIO. ServerVault, which specializes in secure hosting, is based in Springfield, Va.

M. Harrison Boyd has been appointed vice president of sales for DynCorp Information & Enterprise Technology, a subsidiary of DynCorp, Reston, Va., a multinational information technology and outsourcing solutions company. Boyd had been president and CEO of HBA Management Services Group Inc.

Emulex Corp., a Costa Mesa, Calif.-based designer, developer and supplier of fiber channel host adapters, hubs, ASICs and software connectivity solutions, has hired Ron Quagliara as senior vice president of research and development and chief technology officer. Quagliara was director of systems development at Itron.

Global Management Systems Inc. of Bethesda, Md., has named Will Kenlaw as executive vice president of corporate strategy. He will lead the company's acquisitions efforts and provide corporate direction and strategic focus to its business units. Kenlaw came to GMSI, a network and system integration solutions provider, from IBM Corp., where he led its Citigroup division.

Mark Herzog has been named executive director of the Virginia Biotechnology Association in Richmond, Va. The association promotes the state's biotechnology industry to the public, other organizations and state legislators. Herzog was director of business and industry work force development for the Greater Richmond Chamber of Commerce.

Bob Rhein, Marv Siever and Whitney Gilliam have joined public relations firm The Rankin Group as media specialists. The Tustin, Calif.-based agency provides research, planning and communications consulting to technology companies.

PRASARA Technologies of Orlando, Fla., has appointed Rick Colletto as director of affiliate relations and business development, where he will manage the company's relationships with the providers of interactive content and services. Colletto had been vice president of programming for TVN Entertainment in Burbank, Calif.

Robert Chase is the new president of DINET, a wholly owned subsidiary of Wireless Data Solutions Inc. of St. Cloud, Minn. DINET of Oceanside, Calif., designs communications networks and control systems. Chase had been a consultant in operations and start-up marketing and sales programs for Severin Chase.Computer Sciences Corp.'s civil group in Falls Church, Va., named Harry Part as vice president of transportation systems. Part, who joined CSC in 1974, had been director of the company's former system sciences division in New Jersey.

Ronald Hawley is the new chief information officer for North Carolina. He will oversee the state's IT services and its new Web portal, NC @ Your Service, at www.ncgov.com. Hawley had been the state's acting CIO for the Justice Department.
