Horizons Consulting Inc. (HCI), Mountain Lakes, N.J., has named Pamela Fredette senior vice president, Solutions Operations. Previously, Fredette was vice president for Solutions Development.

Thomas A. Stroup, president and CEO of Vienna, Va.-based Colombia Spectrum Management, has joined the board of directors of ReadyCom Inc. of Chapel Hill, N.C. Stroup will bring more than 14 years of experience in the wireless communications industry to ReadyCom.

The Computer Systems Policy Project, a coalition of the chief executive officers of 13 leading American computer companies, has chosen Robert B. Palmer, chairman, president and CEO of Digital Equipment Corp., as the group's new chairman.

Bryce A. (Andy) Thompson has joined TECHPLAN Corp.'s C4I Programs as vice president, C4I Programs and will serve in a similar capacity with Klein & Stump Inc., a TECHPLAN company. Prior to joining TECHPLAN, Thompson was director of Navy Systems for GTE Government Systems Corp.

Lockheed Martin Services Group of Cherry Hill, N.J., has reorganized to create four new businesses, and has named a vice president and general manager to head each entity. Lockheed Martin Engineering and Science Services will be led by James C. Adamson, vice president and general manager. Lockheed Martin Systems Support Services will be headed by Dave J. Posek, vice president and general manager. Lockheed Martin Naval Systems Services will be led by Stanley J. Pryzby, vice president and general manager. Last, the Lockheed Martin Information Support Services will be headed by Linda R. Renfro, vice president and general manager.

MCI Communications Corp. of Washington, D.C., has promoted former executive vice president Timothy F. Price as president and COO of MCI Telecommunications Corp., a wholly owned subsidiary of MCIC.

Omnipoint Corp. of Colorado Springs, Colo., has named George F. Schmitt as president of Omnipoint Communications Inc., the operator of a 30 MHz personal communications services license for the New York major trading area, which covers 27 million people. Schmitt will also be executive vice president of the parent company. Most recently he was president and CEO of PCS Primeco L.P.

New York, N.Y.-based Loral Corp. has appointed Adm. Stanley R. Arthur, formerly vice chief of Naval Operations, as vice president of Naval Systems. He will coordinate Loral's Navy business and identify potential Navy needs for future development.

Allison Transmission of Indianapolis, Ind., a division of General Motors Corp., welcomes James L. Wanaselja as director of national accounts. He will manage their sales activities to national account customers.

Former consulting manager, John Alfano, was promoted to operations manager for Rockville, Md.-based Keane Inc., a software services company.

H.E. Watkins III has joined Chevy Chase, Md,-based Quinn Consulting Inc. as managing senior consultant. Watkins was formerly executive vice president of Venture Concepts.

Ontario-based MFP Technology Services Ltd., Canada's largest technology services and financing company, has appointed six senior managers in sales, asset management and information management systems. They are Mark Liptok, Peter Balduzzi, Fred Kulach, Alan Evans, Eugene Cawthray and Irene Payne.

Roger Cochetti has been named program director, Policy and Business Strategy of IBM's Networked Applications Services Division in Somers, N.Y. In this new position, he is responsible for directing the newly-created division's approach to international, national, and local policy issues. Previously, Cochetti had been program director of Business Development for IBM's Intelligent Communications unit.

Vienna, Va-based Engineering Design Group Inc. has named James Easton as a new electrical design engineer. Easton, formerly of Bryant & Bryant Architects and Engineers, will be responsible for the electrical design of Hilltop Gardens apartment rehabilitation, District Heights, Md., and Georgetown University Leavy Center renovation.

Robert J. Boas has joined McLean, Va.-based Sterling Software's Federal Systems Group, Scientific Systems Division as director of Federal Marketing.
