DCMA seeking customer relationship management solution

The Defense Contract Management Agency wants to move quickly in fielding a cloud-based customer relationship management solution.

The Defense Contact Management Agency is looking to move quickly in fielding a system to modernize its analytics capabilities.

DCMA has described several features it wants, mostly that the system be ready to go out-of-the box-and require little-to-no coding to roll it out, according to procurement documents.

The system should be able to automate agency processes and help with DCMA’s digital transformation of its IT application portfolio.

They want the solution to be a software as a service or platform as a service cloud offering. DCMA said the approach requires a lower level of effort to deploy and sustain. “This is expected to minimize the costs of contracted services and support the citizen developer concept,” the agency wrote in itsrequest for information.

The software must already have an Authoity-to-Operate as either a SaaS or PaaS solution, plus be certified at the FedRAMP moderate level.

 “DCMA does not manage or control the underlying cloud infrastructure including network, servers, operating systems or storage,” the agency wrote.

In a questions and answers filing, DCMA said it expects a contract award to be made within the next two months, though a final solicitation has not been released.

One observation. DCMA is not specifying a technology other than it be SaaS- or PaaS-based and FedRAMP certified. But in the Beta.Sam.Gov title, DCMA calls it "SaaS PaaS Cloud Solution for Salesforce-like Software."

But when you read the actual RFI and the other procurement documents, Salesforce is never mentioned. It is only mentioned in the title of the Beta.Sam posting. The notice ID is 842015638.

I’m not sure if there is anything to be read into the use of Salesforce in the title of the posting. Is it a not so subtle hint at what DCMA wants bidders to propose? Or is Salesforce so ubiquitous that it has become a generic term for Customer Relationship Management?

I mean, DCMA could have just simply swap out Salesforce and used CRM Software in the title. Wouldn’t that accomplish the same thing.
