DISA searching for system-on-a-chip for authentication of mobile users

DISA is trying to improve DOD's public key infrastructure and extended more authentication capabilities to mobile systems.

The Defense Information Systems Agency is looking for a system-on-a-chip solution that can manage a variety of identity management functions for mobile devices.

Specifically, DISA is looking for information on system-on-a-chip environments that offer attestation and continuous user authentication capabilities, according to the RFI. Comments are due March 9.

The solicitation was not disclosed, but the information is being sought by DISA’s Cyber Directorate public key infrastructure program management office, known as CD31. The office is trying to strengthen the credential process under the Defense Department’s PKI system.

One of the capabilities DISA is looking for is continue user authentication where the system on a chip constantly monitors the user of the host platform and determines if the user is genuine. DISA also wants the solution to be commercially available and compatible with an existing open source mobile operating system.

DISA also wants information on the development of new user multi-factor authentication strategies for mobile device access. They want information on continuous sampling of the devices operating environment, including facial recognition, voice recognition, device location and user behaviors.

The agency hasn’t determined a procurement strategy so they are looking for information on how much small business participation is possible including the formation of joint ventures.

While comments are due March 9, questions on the RFI need to be submitted by Feb. 26. No oral questions will be accepted.
