Barry West joined Strategic Enterprise Solutions Inc., of Reston, Va., as executive vice president. West recently ended his 25-year government career as the Commerce Department's chief information officer.Eugene Carrick was named to replace Jim Ballard as president of Perot Systems Government Services Inc., of Fairfax, Va. Ballard, who held the post since 2002, announced his departure in December. Carrick, who joined Perot Systems in November, previously directed an information technology division at Northrop Grumman Corp.Jan O'Hara has joined General Dynamics Corp.'s Itronix Sales team as vice president of federal sales, selling rugged laptop computers to defense and civilian agencies. Prior to joining GD, O'Hara built and managed federal sales teams for Panasonic, Toshiba and Compaq.Andrew Maner joined National Interest Security Co. LLC, of Fairfax, Va., as chief executive officer. Most recently president of consulting firm ABM LLC, Maner was the Homeland Security Department's chief financial officer from January 2004 until March 2006.Teresa Takai was named CIO of California. Takai was director of Michigan's Information Technology Department and state CIO since 2003.Elliot Schlanger was named Maryland's CIO. Schlanger, most recently chief technology engineer at Metrix Technology Engineering LLC, of Owings Mills, Md., previously was Baltimore's CIO.Amy Alving was named chief technology officer at Science Applications International Corp., of San Diego. Alving, most recently a senior vice president and chief scientist at SAIC, previously was director of the Special Projects Office at the Defense Advanced Research Projects Agency.John Gatti joined BAE Systems Inc., of Rockville, Md., as vice president of homeland security. Gatti came to BAE Systems as part of the recent acquisition of Armor Holdings Inc., where he was senior vice president and CTO.Stanley Szemborski joined Northrop Grumman, of Los Angeles as vice president of corporate strategy. Szemborski, who will be based in the company's Washington office, is a former Navy vice admiral. He most recently was principal deputy director of program analysis and evaluation in the Office of the Secretary of Defense.R. David Nelson joined the board of advisors of Censeo Corp., a Washington D.C.-based provider of supply chain management and operations services. Nelson is chief supply chain strategy officer at HTC Global Services Inc. and chairman emeritus of the Institute of Supply Management.W. Victor Maconachy joined Capitol College, of Laurel, Md., as chief academic officer. Maconachy formerly led the National Security Agency's National Information Assurance Education and Training Program.
