Latest OASIS on-ramp awards draw protests

The General Services Administration likely had high hopes that wrapped up the on-ramp process for the $50 billion OASIS professional services contract.

After all, GSA added 120 companies to Pools 1, 3 and 4. But the heavy usage of the contract across the government makes it a nearly must have vehicle.

To that end, two companies so far have filed bid protests in ActioNet Inc. and Integrated Systems. Neither were selected and it isn't clear yet which pool the companies bid on, though it is possible to bid on more than one pool.

OASIS pools cover various areas of professional services. Pool 1 is for the most traditional set of services, while Pool 3 includes those services but more specialized on military applications. Pool 4 is for accounting and financial services.

Each of GSA’s on-ramp awards have been followed by bid protests by companies complaining about how evaluations have been conducted. There have been some companies who have won spots on OASIS after filing protests but for the most part it has been an uphill battle once awards have been made.

With the latest and most likely last on-ramp awards, GSA now has 665 small business awardees for OASIS and 255 firms in the full-and-open group. These are across six pools.

ActioNet and Integrated Systems filed their protests last week. Decisions from GAO are expected in mid-January.
