EPA plans consolidation of several mission support contracts

The Environmental Protection Agency has kicked off work on what could be a nine-year multiple award contract to provide professional services support to the Office of Land and Emergency Management.

The new contract will consolidate several existing contracts held by Booz Allen Hamilton, General Dynamics IT, ICF Inc., Abt Associates and Eastern Research Group. The existing contracts are expected to expire between March 2021 and March 2023, according to procurement documents.

The Office of Land and Emergency Management supports federal, state and local governments as they regulated waste management and remediation. This includes issues policy and guidance for emergency response and the disposal of hazardous waste.

OLEM manages EPA’s Superfund work as well as brownfields, underground storage tanks and restoration efforts.

EPA has issued a sources sought notice as it develops the contract and part of that effort is to collect information on small businesses that might be able to support the work under the contract.

Some of the task areas include program specific support such as strategic planning, development of program initiatives and identifying stakeholder needs.

EPA also has a requirement for regulatory, legislative and guidance support, communications and outreach support, innovation support, and technical, research and analytical support. The contract also will be used to procure support for meetings and conferences.

The sources sought notice was released Oct. 13 and responses are due Oct. 23.

Of the existing contracts, Booz Allen, GDIT and Abt Associates hold spots on a contract called OEM Regulation, Evaluation and Technical Support. According to Deltek, it has a ceiling of $49.4 million.

Abt, Eastern Group and ICF are on the ORCR Mission Support Contract. It has a ceiling of $86.4 million, according to Deltek.

ICF holds the OSRTI Technical Support, Outreach and Training contract, worth $18.5 million.

All the existing contracts are for five years, while the new contract, likely to be called the Consolidated Mission Support contract will be for nine years.
