General Dynamics, ManTech challenge State award to Northrop

General Dynamics IT is trying to hang onto to an incumbent State Department contract that went to Northrop Grumman.

Another disappointed bidder in ManTech International has lodged their own protest to the Government Accountability Office.

GDIT and ManTech are claiming that evaluations for the Diplomatic Security Cyber Mission support services contract were not done properly. The $254.9 million contract was competed under the NIH CIO-SP3 vehicle.

The State Department’s Bureau of Diplomatic Security uses the contract for cybersecurity services. The contract has key functional areas such as security program planning, network security monitoring, evaluation and verification, cyber threat analysis, and security research and engineering. Other services include enterprise technology assessments, security policy and standards, security awareness, and technical security analysis.

GDIT inherited the contract through its acquisition of CSRA in 2018, six years after that company won the work.

GDIT filed its protest under the CSRA name on July 10 and a decision is due Oct. 19. ManTech’s protest was filed July 13 and a decision is due Oct. 21. Generally, GAO bundles protest decisions if the arguments are similar.
