GSA updates its plan to complete OASIS on-ramps

The General Services Administration has told industry when it expects to have on-ramp awards completed for the $50 billion OASIS professional services contract.

It looks like the General Services Administration is closer to wrapping up its awards for the on-ramp of the OASIS contract vehicle's Pools 1, 3 and 4.

Late May and early June appear to be the busiest periods for GSA to move on its selections, according to an updated schedule on its Interact website.

That timeframe will see awards for Small Business Pools 3 and 4, as well as the final phase for SB Pool 1.

Remaining 8(a) awards are expected sometime in June. GSA is eyeing late June for awards on Unrestricted Pools 1, 3 and 4.

Then we can likely expect some bid protests to come through, though there already have been several by companies who did not meet the threshold to be considered for an award.

OASIS is GSA’s $50 billion IDIQ contract for professional services. The contract has six pools but no on-ramp competitions have been conducted for Pools 5 and 6.

Pool 2 awards were made in September. Pool 2 covers services such as accounting, tax preparation and research and development in social sciences and humanities.

Pool 1 Small Business awards have been coming out in phases. Forty awards were made in November of last year, then 89 awards came out in February of this year. Another 60 are expected with the third group.

Pool 1 covers very broad professional services.

Pool 3 is for professional services focused on the military. Pool 4 covers nanotechnology, biotech and other life sciences.

Pool 1, 3 and 4 unrestricted awards will be the first on-ramp awards for full-and-open task order competitions.

There are no pending protests to slow the awards at this stage. But if history serves as a guide, more protests should expected after the awards are made.
