First protest hits CIO-SP3 SB on-ramp awards

The National Institutes of Health picked 244 small businesses for the CIO-SP3 on-ramp, and one of the many not selected is fighting to get on that vehicle.

It appears that the National Institutes of Health has hit a bit of a snag after it made a final round of awards for the CIO-SP3 Small Business contract vehicle's on-ramp.

Earlier this month, the agency named 244 winners of the on-ramp for the $20 billion contract. But MicroTech did not make the final cut and has lodged a bid protest to the Government Accountability Office.

The small business on-ramp had gone through several protests over the last two years as NIH worked its way through the development and evaluation process.

We’ll watch to see if more are on the way since NIH finalized the awards on May 12.

The large CIO-SP3 contract is used for a variety of IT services including data center consolidation, cloud computing, health IT, mobility and cybersecurity. CIO-SP3 was first awarded in 2012 and CIO-SP4 is under development. A final solicitation should be out by the end of the year, and awards will be made in 2021.

But in the meantime, a GAO decision on MircoTech’s protest is expected by Aug. 31.
