FBI rethinks competitive range for $5B IT contract

The FBI is going back to the drawing board and will make new source selection decisions on its $5 billion IT Enterprise Contract Services contract.
The agency is working to award a blanket purchase agreement but has ran into trouble after several bidders protested that they were wrongly eliminated from the competition.
Now the FBI is rethinking that decision and the Government Accountability Office has dismissed the protests by five companies.
FreeAlliance, Fusion Technology, Xpect Solutions, NTT Data Federal Services and Agile Defense are all now back in the competition and can be considered for an award.
The contract, known as ITECS, is the follow-on to the FBI’s current IT Supplies and Support Services contract called IT Triple-S.
With the new contract, the FBI intends to use the GSA Schedule to award a BPA with 30 winners. The FBI has been using a process where bidders score themselves. Then the FBI eliminated bidders who didn’t reach a certain threshold.
With ITECS, the FBI wants a broad IT support contract that can be used for end user services, business application services, delivery services, infrastructure support and emerging services.
It is important to note that while these companies earned another shot at an award, there is no guarantee that they’ll ultimately get a spot.
