Deadline looms for the VA's T4NG on-ramp

Proposals are due Friday for the on-ramp of the Veterans Affairs Department's $22.3B T4NG contract vehicle.
Proposals for the on-ramp for the Veterans Affairs Department's "T4NG" contract for IT and other services are due Friday and the VA has issued one last reminder to bidders: No consultants.
In a notice released on Nov. 19, VA reminded bidders that consultants cannot be used to develop responses to the sample tasks in the solicitation. “The Sample Task proposal is solely the work of the Offeror and its subcontractor(s) with which it has a Contractor Team Arrangement.”
The Transformation Twenty One Total Technology Next Generation contract is used by VA for a variety of IT services and products including technical support, program management, strategy planning, systems and software engineering, cybersecurity and other requirements.
The competition for the on-ramp is limited to service-disabled, veteran-owned small businesses. Of the 28 companies that currently hold spots on T4NG, 16 are service-disabled businesses.
On-ramps have become a common tool for agencies to add new companies and increase competition. As long as the requirements aren’t significantly changed, agencies can use an on-ramp without developing a new contract.
On-ramp awards are expected in March 2021, according to Deltek. The contract has a $22.3 billion ceiling and while primarily a VA vehicle, it can be used by other agencies as well.
