USAID names 10 to $2.5B SWIFT national building contract
The U.S. Agency for International Development has made 10 awards under a $2.5 billion contract that supports nation-building and stability efforts in war-prone countries.
The U.S. Agency for International Development has made 10 awards under a $2.5 billion contract vehicle that is one of the agency's major tools for nation building and stability efforts.
The Support Which Implements Fast Transition contract supports USAID’s Office of Transition Initiatives, which works with countries on “fast, flexible, short-term assistance targeted at key political transition and stabilization needs,” according to their website.
This is the fifth iteration of the SWIFT contract. Awards went to these bidders:

- Chemonics International
- Creative Associates International
- Crown Agents Consulting

- Futures Group International
- Management Systems International
- Kaizen Co.
AECOM, Chemonics, Management Systems, Creative Associates, and Development Alternatives are incumbents from SWIFT 4. Incumbents who didn’t make it to the new iteration are Blumont, International Resources Group, DynCorp International and RTI International.
Chemonics was by far the most successful awardee for SWIFT 4 with $357 million in task orders since 2014. The next-highest was Creative Associates with $120 million, according to Deltek data.
USAID's Office of Transition Initiatives works with local entities to promote democracy and stability. They primarily work in countries that are conflict-prone. USAID's efforts focus on reconciliation, local economic development, support for an independent media, and other programs, according to solicitation documents.
