Incumbent questions solicitation for $5B FBI IT contract

Information Innovators Inc. filed a protest last week complaining about the ground rules for a large blanket purchase agreement that the FBI is trying to field for acquiring IT products and services.

Triple-i was acquired by Salient CRGT two years ago. They are complaining that the terms of the solicitation are too restrictive on competition because of the agency’s plans for how it will credit relevant experience.

The contract is known as the Information Technology Enterprise Contract Support program, or ITECS. The FBI plans to make 20 large business awards and 10 small business awards. The BPA will have $5 billion ceiling.

All of the Justice Department will be able to use the vehicle.

This contract will replace the IT Supplies and Support Services contract also known as IT Triple S. Forty-six companies are on that contract, including Triple-i. Some other notable incumbents include Booz Allen Hamilton, Accenture, and General Dynamics.

Proposals are due in September and an award is expected in December. But that timeline could be pushed back with the protest. A Government Accountability Office decision on Triple-i's protest is due Nov. 15 and agencies rarely make an award while a pre-award protest is still pending.
