Perspecta takes second background check modernization OTA

Perspecta has won a $75 million "Other Transaction Authority" contract to help the Defense Security Service modernize how it does security vetting as part of background checks.

The contract is intended to support DSS’ efforts in reforming and modernizing the vetting process for cleared personnel.

Solicitation documents indicate the Defense Department wants cutting-edge technologies such as big data concepts supporting machine learning and artificial intelligence, cloud technologies, agile development of tools, and increased use of social media in the vetting process.

This award follows a June OTA worth $49 million also won by Perspecta to develop a prototype for a case management system.

The new OTA will focus on areas such as data ingest, brokering and analytics with AI capabilities, and a enterprise-level software factory to quickly develop, test, secure and deploy additional vetting capabilities.

The Defense Security Service wants to transform multiple vetting mission areas such as background investigations, adjudications, continuous vetting, and related insider threat programs.

DSS is working to meet various presidential orders and legislation aimed at improving the quality of background investigations and to wipe out the backlog of pending clearances for personnel.

Efforts to reach Perspecta for comment on the win were unsuccessful.
