Army seeks R&D help to boost Common Operating Environment

The Army needs research and development support for the work it is doing to improve the computing infrastructure that drives the Common Operating Environment.

The Army Contracting Command in New Jersey has issued a sources sought notice for technical services to support the Awareness Systems Branch.

ASB does research, development, testing and integration of the Command Post Computing Environment software program, which the Army described as the “foundation computing environment” of the Common Operating Environment, which is the Army’s effort to bring technologies and standards to play in breaking down its stovepiped information systems.

The Command Post Computing Environment provides advanced information sharing, situational awareness and real-time collaboration technologies to support faster decision-making and execution on the battlefield.

The Army says it allows cross-echelon tactical decision making, planning, rehearsal and execution management from Army commands to the company level. It also crosses warfighting functions such as fire, maneuver, sustainment, intelligence and protection.

ASB wants technical services such as systems engineering, software development, systems integration, engineering drawings, tech data package, engineering change proposal support and IT support. It is also looking for capabilities around engineering analyses, evaluation support, building and test of hardware and software, and technical writing and publishing.

One purpose of the sources sought notice is to identify any small business that do this kind of work. That information will help the Army determine what kind of contract to develop.

Responses to the notice are due Feb. 15.
