DHS plans family of contracts for 'EAGLE NextGen'

Instead of creating a new contract as a follow-on to the EAGLE II procurement, the Homeland Security Department will use a family of contracts to fulfill IT needs.

So there will not be a new competition for the procurement program DHS is calling "EAGLE Next Generation." DHS will use existing contracts from the General Services Administration and National Institutes of Health. EAGLE II will remain in use until it expires in September 2020.

Under EAGLE NextGen, DHS will use:

• Alliant 2
• Alliant 2 Small Business
• 8(a) STARS II
• VETS 2
• NIH CIO-SP3
• NIH CIO-SP3 Small Business

DHS will put these contract vehicles into its Category Management and Strategic Sourcing portfolio, effective Feb. 4.

““We are thinking about the business of IT differently for DHS. Instead of thinking about ‘data centers’ and ‘cloud’, we are thinking about ‘compute and storage’. We are thinking about how IT can better enable Headquarters and the Component to execute the mission. EAGLE Next Gen will take us in this direction,” said DHS Deputy CIO Steve Rice in a statement.

The move is an effort by DHS to focus on modernizing its IT and on a “drive toward data, accountability, and transparency in our actions,” DHS Chief Procurement Office Soraya Correa said in a statement.

DHS is rethinking its IT strategy to prioritize a migration to the cloud as well as transitioning to enterprise and optimizing security. The department also wants to continue to use small businesses and ensure competition.
