NIH clears protest hurdle for CIO-SP3 on ramp awards

NIH has resolved a pair of protests that were holding up the veteran-owned small business on-ramp awards for the $20 billion CIO-SP3 contract.

The National Institutes of Health has resolved the two protests against its on-ramp awards for its CIO-SP3 contract.

NIH made 38 awards in April as part of the on-ramp for service-disabled, veteran-owned businesses. Two companies in Pro-Sphere Tek Inc. and All Points Logistics Inc. filed protests. Both of those protests have now been dismissed by the Government Accountability Office.

Pro-Sphere got the best end of this deal because NIH took corrective action and added the company to the contract.

All Points also scored a victory but the ultimate outcome there is still pending. NIH said it will review the company’s proposal in the next evaluation phase.

NIH is still planning to make on-ramp awards in other small business categories that include 8(a), HUBZone and general small business.

On-ramp awards will run through 2022.

The contract is a $20 billion vehicle that is open to all government buyers looking for a wide-range of services, including imaging, outsourcing, operations and maintenance, integration and IT infrastructure protection. Other services include digital government and software development.
