IRS set to award multiple BPAs for IT services

The Internal Revenue Service is creating a multiple-award blanket purchase agreement to buy a variety of IT program management and other support services.

The tax agency has explored how to buy the services since January and announced this week that it will use the GSA IT Schedule 70 to create a group of BPAs.

The IRS expects to have a request for quotations out in the next 30 to 60 days, according to solicitation documents.

No values of the BPAs were disclosed.

The IT Enterprise Program Management Support Services contract will cover 19 task areas:

• Enterprise Life Cycle Support
• Program Integration
• Technical Integration
• Business Analysis Support
• Requirements Engineering Support
• Configuration and Change Management Support
• Change Management and Change Control Support
• Organizational Readiness Support
• Organizational Change Management Support
• Engineering and Architecture Support
• Enterprise Testing Support
• Cybersecurity Support
• Applications Development Support
• Enterprise Operations (EOps) Support
• Transition Activities
• Contingency Management

The draft statement of work describes in detail what some of the work that will be required under each task area.

For example, under business analysis support, a contractor may be tasked to develop descriptions of existing processes and planned process changes. And under project management support, a contractor might be coaching how to use DevOps and Agile development.

Task orders under the contract will be performance-based and firm-fixed-price.

The RFQ will be released through FBO.gov, but after that information will be shared via eBuy.
