ENSCO continues battle for incumbent DTRA contract

ENSCO is continuing its fight to keep an incumbent contract supporting the Defense Threat Reduction Agency and its role assessing nuclear weapons systems.

This is the second round of protests ENSCO has pursued over the $61.8 million contract.

CENTRA won the contract in June, then ENSCO and PAE filed bid protests.

In October, GAO ruled in favor of ENSCO and PAE. GAO dinged DITRA because the agency allowed CENTRA to exceed the page limit on part of its proposal. It found other issues as well.

GAO recommended that DITRA redo the evaluations with respect to management approach and cost realism, then conduct a new best-value trade-off.

Apparently, they have and CENTRA has again won the contract.

ENSCO is challenging DITRA's evaluation again. A decision on ENSCO's protest is due July 5.

PAE decided not to file another protest.

DITRA uses the contract for a variety of support services for what it calls ‘balanced survivability assessments.” Services include evaluating mission systems, networks, architecture, infrastructure and assets.
