GSA taps 80 for $15B Alliant 2 Small Business

GSA has announced the apparent winners of the $15 billion Alliant 2 Small Business contract for IT and professional services.

Eighty small businesses have won spots on the General Services Administration’s $15 billion Alliant 2 Small Business contract for IT and professional services.

GSA announced the winners in a pre-award notice, which is a Federal Acquisition Regulations requirement when making awards to small businesses. An official award notice should be imminent.

The pre-award notice gives an opportunity for challenges to the small business designations of all the small business winners.

Theese small business awards follows the 61 full-and-open awards that were made earlier in November. Five companies that include some incumbents are protesting those awards 

Two companies in Agile Defense and VariQ Corp. have won positions on both the full and open Alliant 2 and Alliant 2 SB.

The full-and-open track of Alliant 2 has a ceiling of $50 billion. Both contracts have 10-year terms and feature on- and off-ramps so GSA can move companies onto the contract and remove those who are not performing. But frankly, no one really gets off-ramped.

Alliant has become a large and important IT services vehicle for GSA and for the government market as a whole. According to Deltek data, $6.4 billion in task orders have gone through Alliant 1 SB since 2011. The full-and-open piece of Alliant 1 had had $17.1 billion in task orders.

For Alliant 2, GSA deployed a similar process that they developed for the OASIS professional services contract where bidders self-scored their capabilities and provided supporting documentation to GSA.

GSA then established a cut-off point for the scores. If you were below a certain score, you were eliminated.

GSA agency made 72 awards for Alliant 1 SB. This time around the number is 80. GSA called them the “apparent winners” because the official award notice hasn’t been released yet.

The pre-award notice specifically said that GSA will not be accepting debriefing requests based on that notice. That apparently will happen until actual award notices are issued.

The pre-award notice does open a period for losing bidders to challenge whether winning bidders meet the small business size standard they won under.

The window for filing bid protests will then begin after GSA conducts its debriefings.
