Air Force moves forward with $1.8B Netcents 2 replacement

The Air Force released a draft solicitation March 27 for a 10-year, multiple award set-aside contract that will replace the NetCents 2 Application Services Small Business contract.

The new contract will be known as the Small Business Enterprise Application Solution or SBEAS contract.

SBEAS will be a total small business set-aside indefinite-delivery indefinite-quantity contract.

The task areas include lifecycle software services, such as program management and systems engineering, supporting IT services, such as data information and IT business development, and other tasks. While the draft request for proposals may have a general statement of objectives, the Air Force notes that the task orders will be very specific.

The IDIQ includes a comprehensive suite of IT services and solutions for systems and software in a variety of environments and infrastructures. Services may include documentation, operations, deployment, cybersecurity, configuration management, training, commercial off-the-shelf product management and utilization, technology refresh, and information display services.

The IDIQ has a five-year base period and a five-year option.

While the Air Force hasn’t announced a ceiling for the new contract, the NetCents 2 contract it replaces has a ceiling of $1.8 billion.

The Air Force first released a request for information in November regarding SBEAS and has hosted two industry day meetings.

Air Force officials expect to release an RFP in July and make awards in December.

Officials are accepting responses to the draft RFP through April 14.
