3 win Navy C4ISR contract with fourth award pending

Three small businesses have one spots on a Navy contract to support C4ISR systems while a fourth award awaits resolution of a protest.
The Navy has named three of four winners of a $60 million contract to support the Space and Naval Warfare Systems Center Pacific.
The fourth winner hasn’t been named yet and is held up due to a bid protest, according to Deltek.
The Defense Department said there were six proposals received for the contract and four winners picked.
The winners announced so far and the value of their contracts over five years are:
- Advanced Sciences and Technologies LLC, Berlin, N.J., $59.9 million.
- Data Intelligence LLC, Marlton, N.J., $56.1 million
- 22nd Century Technologies, $50.3 million
The contract is specifically to support the Integrated Command, Control and intelligence Engineering Division in Philadelphia.
The companies will compete for task orders to provide services such as logistics planning, post development assembly and training, world-wide systems maintenance and installation and fielding.
The contractors also will provide systems, hardware, software, network and security engineering, along with testing and evaluation that support C4ISR systems for the Navy.
Work will take place at government facilities in Philadelphia and at contractor facilities in Berlin, N.J.
According to Deltek, there are four incumbents on the previous contract: Assured Decisions, Gnostech, Navmar Applied Sciences and TKC Technology Solutions. It’s not clear if they bid on the new contract as well.
So far there is no listing of a protest on GAO's public docket. That means it either hasn't gone through GAO's posting process or it could be an agency level protest, which aren't post publicly.
