A similar Senate bill would provide an additional $21 million for fiscal 2017.

These bills are related to the Shell project, which FCW reported involves building infrastructure to house applications migrated from OPM’s mainframe computers.

The bill will only fund the Shell if the OPM director submits a plan for how the money will be spent, which should include a full outline of the Shell program, meet requirements and include Inspector General input, FCW said.
