Govini Scorecard shows half of agencies increased 2015 spending

While overall agency spending fell by two percent in fiscal 2015, half of all federal agencies increased spending, according to a Govini report.

Govini’s 2016 Federal Scorecard highlights key federal agency spending trends and top government contractors in fiscal 2015.

Due to a mix of factors, not the least of which was the Bipartisan Budget Act of 2015, agencies spent more freely throughout the year instead of waiting until the last three months.

Spending during the final quarter of the fiscal year normalized in fiscal 2015, returning to 30 percent from a high of 35 percent in 2014, the scorecard report said.

Of the federal agencies who increased contract obligations, USAID led the group with a 25 percent increase.

On the defense side, Navy was the only agency to increase spending, largely due to the recapitalization of major weapon system programs, including the F-35 and Virginia-class submarines.

This emphasizes the United States’ pivot to Asia, the report said.

Govini found also that federal agencies are still reliant on professional services, with the top two services categories making up $32 billion in awarded dollars.

The scorecard also ranks the top venues by revenue capture and contract efficacy and gives a top-down view of agencies in regard to spending.
