URS challenges $146M Booz Allen Navy win

URS Federal Services Inc. is challenging a $145.7 million award for professional services that went to Booz Allen Hamilton.

The two were competing for a contract to provide the Navy’s PEO Littoral Combat Ships with professional services such as program planning and management, budgeting and execution processes, systems engineering, test and evaluation and life cycle engineering, among other services.

The work was competed under the Navy Seaport-e vehicle.

The contract supports a range of needs from procurement to fleet employment and sustainment as well as test and evaluation and in-service support, according to solicitation documents posted on Deltek’s website.

Programs the contract supports include mine warfare, littoral combat ship mission modules, and unmanned maritime systems.

The contract has already been subject to one protest when the incumbent CACI International filed a protest with the Government Accountability Office when the Navy eliminated it from the competition. GAO denied CACI’s protest.

CACI was eliminated because it failed to provide resumes of key personnel as part of its proposal, according to GAO. 

URS filed its protest on Monday and expects a decision back from GAO by Feb. 3.
