Navy plans for set-aside IDIQ for engineering, integration, test work

The Navy announced its plans to award an indefinite-delivery, indefinite-quantity contract for support of engineering, integration, and test (SEIT) research and development.

The IDIQ will provide support for the Naval Mission Planning Systems SEIT integrated product team. The contractor will aid with design, construction, integration, and the testing of products for joint mission planning systems (JMPS). They will work with the Marine, Expeditionary and Legacy variants, common control systems (CCS) and all associated mission planning and control systems and subsystems for manned and unmanned platforms.

The IDIQ will be set aside for a small business. A request for proposals is expected in the second quarter of fiscal year 2016.

The forthcoming statement of work will define spiral development tasks. The tasks may include preparation of prescribed documentation required in the research, design, development, integration and testing of JMPS, CCS, and other mission planning and control systems products and tools.

The potential a single-award, IDIQ contract will last three years and have an option for an additional six months of work after the third year.

Navy officials do not intend to use Seaport-e to solicit proposals for this IDIQ, despite the discussing the requirements being presented at the Seaport-e industry day in July.

The SEIT integrated product team is located at the Naval Air Warfare Center Weapons Division in Point Mugu, Calif.

The Navy released the presolicitation notice Aug. 31. Responses are due by Sept. 16.
