Navy considers approach for 5-year info management service contract

The U.S. Fleet Forces Command released a sources sought notice, seeking companies that can provide technical support for its environmental information management service (EIMS).

EIMS is the Navy’s main source for environmental information. It provides IT support for the U.S. Fleet Forces Command and the Pacific Fleet Commander for issues related to environmental and range sustainment programs, such as compliance and natural resources and encroachment planning. EIMS is hosted in a Navy Enterprise Data Center.

EIMS is also the host system for several critical applications, including Protective Measures Assessment Protocol (PMAP) and Weapon Danger Zone (WDZ) tool.

Under the contract, the company would provide support for EIMS, PMAP, and WDZ.

Tasks would also include services for:

• Research and analysis of relevant and accurate geospatial and tabular data
• Engineering and integration
• Operational engineering
• Software design
• Research and development in areas such as systems’ upgrades
• Test and evaluations
• Documentation and configuration management
• Database support
• Systems administration support
• Training and outreach

The contract currently is a five-year contract. The U.S. Fleet Forces Command has yet to determine if it will use an existing strategically sourced vehicle, such as the Navy’s Seaport-e, to meet the requirements.

The US Fleet Forces Command released its sources sought notice Sept. 17. Responses are due by Oct. 1.
