GSA, OPM to set up large human capital contracts

The General Services Administration released solicitations for two multiple-award governmentwide contract vehicles to provide agencies with complex, tailored training and development services for employees.
GSA, in partnership with the Office of Personnel Management, is setting up Human Capital and Training Solutions (HCaTS), an unrestricted contract vehicle with significant small-business subcontracting goals, and HCaTS SB, a total small business set-aside.
Deltek estimates that there will be 80 awards for each contract.
These contracts will provide agencies with both direct access and assisted acquisition access to three key service areas:
- Customized training and development
- Customized human capital strategy
- Customized organizational performance improvement
The services will be aligned with the Human Capital Assessment and Accountability Framework.
“This acquisition solution ultimately will make it easier for federal agencies to get what they need in human capital services, when they need it,” Beth Cobert, OPM director, said in a statement.
In addition, HCaTS and HCaTS SB will address the strategic sourcing goals, which include reducing duplicative contracts and administrative costs, improving the quality of solutions while managing demand, increasing transparency, and ensuring the government gets the best value at the best price.
On a broader scale, the contracts will support agencies in meeting their missions with:
- Standards and metrics to assess and improve human capital management
- Merit systems principles to assess
- Human capital management that complies with civil service laws and regulations
“The HCaTS procurements are an excellent example of federal agencies partnering to develop new contract solutions that help them deliver on their mission,” GSA Administrator Denise Turner Roth said.
GSA already has an online forum about HCaTS on Interact.GSA.gov.
GSA released the request for proposals for each vehicle Aug. 17. Responses for both are due by Oct. 16.
