$700M State IT contract hits the streets

The final solicitation is out for the State Department’s $700 million multiple award small business contract.

The Hybrid IT and Telecommunications Services for State contract will cover a wide range of IT and telecommunications services and is open to HUBZone, service-disabled, veteran owned, women-owned and general small businesses.

The five-year contract has an estimated value of $700 million, and bids are due Sept. 30.

Bidders also must hold a Schedule 70 contract or another active GSA contract such as 8A Stars, Alliant Small Business or another government-wide contract vehicle.

Other qualifications include minimum security clearance requirements as well as having at last CMMI Level II for development or services.

The contract will cover task orders that can be time and materials, labor hour, firm fixed price or some sort of combination.

Some of the services to be competed under the contract include custom computer programming, systems design, disaster recovering services and integration.

Most of the State Department's potential users are the bureaus of Consular Affairs, Diplomatic Security, intelligence and research, human resources, and inspector general.

This is the second HITTSS contract. The first one included 21 prime contractors including Creative Information Technology Inc., known as CITI, which had the highest number of task orders with $326 million, according to Deltek.

Other primes include Pragmatics, Acuity, Actionet, Sapient and ManTech. About $1.2 billion in task orders have gone through the vehicle since 2008.
