State preps 'highly complex' IT contract

The State Department has begun preparations for a contract to provide IT support and software engineering for its comptroller and global financial services group.

A new sources sought notice describes the effort as a “highly complex action with new computer platforms, significant upgrades and new and expansive requirements for development skill.”

The contract being developed will target small business bidders that hold a General Services Administration Schedule 70 contracts. The agency also anticipates that bidders will need a facility clearance at the secret level.

The contract will support data collection efforts in areas such as human resources, general services operations, administrative support, data and records, overseas allowances, compensation, project management, budget and financial and building applications.

The agency is collecting market research on several key required components such as software development lifecycle processes, development network support, CMMI certification, testing services, HR systems support, budget and planning systems support, mobile support and help desk services.

Responses are expected May 15.
