Air Force floats need for earned value management contract

The Air Force Materiel Command issued a sources sought notice late last week to collect information on EVM systems that can bring more proactive management to Air Force projects.
The service is looking for a software tool that can be used on a wide-range of systems including aircraft engines, armament, avionics, radar, software, simulators and support equipment. The EVM systems must perform analysis calculations and have the capability to be tailored to multiple organizations.
Some of the capabilities the Air Force wants to gain include techniques to locate performance problem areas, graphically review performance trends, generate statistical estimates and share analysis to aid collaboration.
The EVM system must be compatible with a wide range of project management tools such as SAP, Microsoft Project, Primavera, Deltek Open Plan/Cobra, Deltek MPM and Artemis Views. Database tools must include Access, Oracle and MSSQL.
The Air Force wants a variety of metrics collected to help users identify cost and schedule problems and graphically display historical, trend and projected future data. The system also should generate narrative reports that explain what the earned value data indicates.
Responses to the sources sought notice should be limited to 15 pages, with up to 10 pages for demonstrating an ability to meet the requirements and up to five pages of charts and graphs. The notice warns that a failure to follow the page limits will result in the Air Force not reviewing the submission.
Responses to the sources sought are due June 8.
