Find opportunities — and win them.

After half of a year, the Air Force is still the main customer of the General Services Administration’s OASIS contract vehicle, but 2016 could be a different story now that the Army has signed a memorandum allotting $500 million to the contract.

After half of a year, the Air Force is still the main customer of the General Services Administration’s OASIS contract vehicle, but 2016 could be a different story, according to FCW.

The agency is responsible for a third of the task orders awarded under OASIS, and all of them have been made with OASIS Small Business. To date, FCW reported, OASIS Small Business has seen between 30 and 40 orders made, representing about $200 million in obligations, with a total ceiling of around $900 million.

So far, only three awards have been made under the unrestricted OASIS contract, FCW quoted OASIS director Jim Ghiloni as saying.

The reason the Air Force has been using the vehicle so much is due to a memorandum that the agency signed in December 2013 that designated OASIS as the Air Force’s main avenue of acquiring professional services. The Air Force said that it was willing to spend up to $500 million through the vehicle, Federal Times reported.

However, in March 2015, the Army signed a similar memorandum of understanding, also allotting $500 million to OASIS spending, Federal Times said.

Ghiloni is hopeful that OASIS will see more agencies using it in the future, FCW said. Going forward, he hopes to capture 10 percent of the $62 billion federal professional services market.

Some of that new business could be coming from the Federal System Integration and Management Center, FCW reported.
