DISA plans for IDIQ on spectrum management tool

The Defense Information Systems Administration released a sources-sought notice March 19 in search of technical and management services for its Global Electromagnetic Spectrum Information System.

DISA is using GEMSIS to change a spectrum operations from a static frequency assignment process to an agile and responsive capability.

To that end, DISA is looking for companies that can provide various approaches to improve an automated spectrum management tool to service the Defense Department’s spectrum management processes. DISA wants project management, software design and development. Work would include assessments of existing software or architecture implementations, suggestions for architectural changes, and proposals on making processes more efficient, as well as projects related to integration, testing, delivery, training, and sustainment.

The spectrum management tool must support at least 1,000 users world-wide, storage and processing of at least 200,000 DOD records of frequency and storage of 500,000 federal frequency records. DISA expects the tool to process between 1,000 to 1,500 records per day.

Exelis Inc. is the incumbent contractor, having been awarded a single-source indefinite-delivery indefinite-quantity contract in 2007. DISA is considering a three-year contract with the possibility for a small-business set-aside.

DISA released the sources-sought notice March 19. Responses are due by April 10.
