Booz, Leidos lose fight for DIA contract

Booz Allen Hamilton and Leidos have lost their bid protests over a Defense Intelligence Agency contract won by L-3 Communications.

This was the second round of bid protests filed by Booz Allen and Leidos for a DIA task order issued under the Solutions for Intelligence Analysis II contract, a $5.6 billion multiple-award contract.

L-3 first won the contract in June 2014. Booz Allen and Leidos filed protests in July with the Government Accountability Office. But those protests were dismissed by GAO after DIA decided to pull back the L-3 award and re-evaluate proposals.

L-3 then won the task order for a second time, and Booz Allen and Leidos protested again in December.

But this time, DIA saw the protest process through to the end, with GAO deciding that Booz Allen and Leidos positions didn’t rise to the level of being able to overturn DIA’s decision.

GAO filed its decision earlier this week, but the decision hasn’t been made public yet. Typically, the decisions go through a vetting process where proprietary information is removed.
