Booz, Leidos score protest victory

Booz Allen Hamilton and Leidos are going to get a second chance at a contract to support the Defense Intelligence Agency.

L-3 Communications had won a task order with DIA under the $5.6 billion Solutions for Intelligence Analysis II contract, but Booz Allen and Leidos filed protests with the Government Accountability Office.

Now, GAO has dismissed those protests because DIA has agreed to re-evaluate proposals and make a new source selection decision.

DIA, of course, could award the contract a second time to L-3, and Booz Allen and Leidos could refile protests, but apparently the agency saw some merit to the points that Booz Allen and Leidos raised in their protests. Score round one to the protesters.

While there are 14 winners of the Solutions for Intelligence Analysis contract, no other companies filed protests objecting to the award, so there is a good possibility that only Booz Allen, Leidos and L-3 were competing for the task order.

The contract is used by DIA and other agencies to buy a variety of national security-related services including maintaining global situational awareness and support for the national Intelligence Priorities Framework and Strategic Planning guidance.

Requirements include national-level intelligence analysis, general military intelligence, intelligence planning, management and implementation, support for deployed forces, rapid response and intelligence analysis training.

It’ll likely be a few months before DIA announces its decision.
