Army plans $250M contract for intelligence support

The Army has released a draft solicitation for a $250 million multiple award contract for companies to provide intelligence support services and help the Army better identify terrorist networks.

The Army plans to set up a five-year, $250 million indefinite-delivery, indefinite-quantity contract to support its efforts for developing and integrating intelligence, surveillance and reconnaissance (ISR) concepts and technologies as it pinpoints terrorist networks.\

The new draft request for proposals was released this week.

The Army’s Army Research Laboratory Sensors and Electron Devices Directorate has numerous persistent surveillance (PS) platforms and data collection programs in various phases of testing and deployment. The directorate needs to determine what capabilities currently exist, capture the lessons it has learned through technological advances, and develop ways to solve technological problems as the technology continues to advance and evolve.

The directorate’s range of technologies form an all-inclusive method to locating terrorist networks through persistent surveillance and open source intelligence, for example.

Through the IDIQ, the Army wants operational, program management, technical, engineering, integration, and program and product support services, for the five-year contract. The services will encompass a wide variety of support, including analysis, studies, development, design, and demonstration of innovative ISR concepts and technologies.

Task orders will include work with sensors, cloud computing, multi-source data fusion, munitions detection systems, and signal processing tools and concepts, among others.

These technologies will convert sensor data and intelligence data into a product that local commanders can use to make real-time decisions for specific operations.

The Army plans for six awards. It may set aside two awards to small business or send roughly a third of basic awards to small businesses that offer competitive proposals for work.

The Army issued the draft RFP on July 8. Proposals are due by July 17.
