DHS taps Miami firm for $102.8M HSPD-12 contract

XTec Inc. of Miami has won a 10-year, $102.8 million task order contract from the Homeland Security Department for identity management support and services.

XTec will provide DHS with a full range of program management support, engineering services, as well as labor, materials, and equipment. The company will help to build, integrate, test, deploy, and operate the Homeland Security Presidential Directive-12 (HSPD-12) Identity and Credential Management Solution.

Under the new contract, XTec will help with program-level planning to prepare for the modernization of the current HSPD-12 solution. It will conduct a seamless and expedited transition from the current solution to the new one. It will also support the design and testing of a secure and scalable identity and credential management solution that increases facility and data security, and protects personal data. XTec will also support the use of DHS’ more than 405 existing enrollment and issuance workstations.

The Bush administration issued HSPD-12 in 2004 to create a mandatory, government-wide standard for secure and reliable forms of identification. The IDs would be issued to federal employees and federal contractors for access to federally controlled facilities and networks. DHS is continuing to implement the Identity Management System, known as HSPD-12.

DHS first awarded the 10-year HSPD-12 IDIQ to HP Enterprise Services LLC in September, but afterward decided to reevaluate the decision.
