State backs off $150M DynCorp contract

A pair of bid protests have led the State Department to nix a $150 million contract award to DynCorp, and instead the agency will redo the competition for a global IT modernization and supply chain solution.
A set of bid protests have led the State Department to back off its $150 million Vanguard 2.2.3 contract award to DynCorp.
The five-year contract is for IT equipment modernization of the State Department’s global IT network.
The contract was awarded to DynCorp on July 30, but was protested by ManTech International and URS Federal.
The Government Accountability Office dismissed the protests on Sept. 26 after the State Department said it was taking a corrective action that rendered the protests moot.
State told GAO that it would issue a new request for quotes, re-open discussions with bidders, conduct oral presentations and evaluate revised proposals before making a new award decision.
According to information from Centurion Research Solutions, the overall objective of the contract is for a supply chain management solution for buying, receiving and integrating IT equipment. It also will include the repair and return of equipment.
