Carter has been a highly vocal advocate for the government contracting industry and lobbied against both sequestration and the recent government shutdown. His background includes serving as under secretary of acquisition, technology and logistics, FedBiz reported.
Good news for contractors is that Frank Kendall is still at his post. Kendall is the acquisition chief that replaced Carter when he moved up to Deputy Defense Secretary. No word on Carter’s replacement has been given, FebBiz reported.
