Marines set date for small-biz contract

The Marine Corps has set a new date for small businesses to bid on a contract to build an emergency response management system for several facilities.

Bidders now have until Aug. 20 to submit proposals to build an emergency management incident management system, or EMIMS, for several Marine bases, including Quantico in Virginia, Henderson Hall in Arlington, Va., Camp Lejeune in North Carolina, Camp Pendleton in California, Camp Smedley Butler in Japan and Camp H.M. Smith in Hawaii.

The system has requirements such as information assurance, web-based system access, information sharing, disaster recovery, mapping, maintenance and training, and program management, according to the solicitation. The solicitation number is M00264-13-R-0047.

The Marines feel that the emergency management operations are becoming more complex in the area of information collection and data sharing, so they are looking for contractor support.

The system will help the Marines coordinate emergency response operations with local authorities.

Proposals will be evaluated using best-value criteria. The evaluation will be based on technical capability, past performance and price. Technical capability is “significantly more important than past performance,” according to the solicitation. And technical capability and past performance are significantly more important than price.

But the Marines warn that while price is the least important factor, “it becomes increasingly important when offerors receive similar ratings for the non-price factors.”
