$851M Air Force contract moved to small businesses

Five small businesses have won an $851 million Air Force contract that had previously been a single award to a large business.

The Engineering & Technology Acquisition Support Services contract had been a contract held solely by Jacobs Engineering, but as the Air Force Life Cycle Management Center moved forward with ETASS II, it was developed as a small-business, multiple-award contract.

After extensions, the original contract had a ceiling of $655 million, and Jacobs had received $627.8 million in task orders over six years under the contract.

The new contract has gone to five small businesses:

• Abacus Technology Corp., Chevy Chase, Md.
• EIS Inc., Vienna, Va.
• Odyssey Systems Consulting Group, Wakefield, Mass.
• P3I Inc., Hopkinton, Mass.
• SpectrumS4, Burlington, Mass.

SpectrumS4 is a joint venture of Spectrum Comm Inc. and S4 Inc.

The five-year contract will be used by the Air Force for a variety of engineering and technical advisory and assistance services. Most of the work will take place at Hanscom Air Force Base in Massachusetts.

According to a release from SpectrumS4, services will include acquisition support, provisioning and logistics support, modeling and simulation, configuration and data management, architectural support, test and evaluation, security engineering and certification, capability based planning, and integrated master plans and scheduling.
