Former IRS procurement chief procures a private-sector post
The recently retired IRS director of procurement is named a principal at a consulting firm in Great Falls, Va., that specializes in strategic acquisition guidance.
Fred Martin, who recently retired as director of procurement at the Internal Revenue Service, has joined Evermay Consulting Group Inc. as a principal. The firm, based in Great Falls, Va., provides strategic acquisition guidance to private-sector clients.
Evermay is a consulting firm founded by former government procurement executive Greg Rothwell, who retired as chief procurement officer of the Homeland Security Department in 2006.
Martin’s federal acquisitions career spanned more than 40 years, including an early stint at the Department of of the Army. He joined the IRS Office of Procurement in 1974.
From the 1970s to the 1990s, he was instrumental in the success of some of IRS’ most challenging automation programs, including Service Center mainframes, the Document Processing System and the Service Center Recognition Image Processing System. One of Martin’s last major accomplishments was the transfer of the Treasury Department’s procurement services division into the IRS Office of Procurement.
