GSA's Gwynne Kostin offered a humorous take on efforts to improve federal workforce productivity during the FedScoop FedTalks 2010 conference.

The General Services Administration's Gwynne Kostin seems to have a good grasp on the complexity of some federal workplace productivity tools.

Kostin, who is in charge of the GSA’s Center for New Media and Citizen Engagement,  introduced the agency’s new Citizen.apps.gov web site on Oct. 13 -- but not before offering a take on previous efforts to  apply IT tools to improve productivity at federal agencies.

“We have productivity tools that make your job more difficult,” Kostin quipped. “We have multiple one-stop shops. And we have the ‘Department of Redundancy Reduction Department.’”

Kostin also spoke of the benefits of choosing easily deployable and inexpensive Web 2.0 IT applications in small increments versus the difficulty and high cost of pie-in-the-sky customized IT systems that are built to order.

“We want to break down the ‘Field of Dreams’ model of IT,” she said.
