Paczkowski named to lead ICF’s homeland security business

ICF International Inc. has named John Paczkowski vice president for emergency management in the company’s homeland security and program management area.

He will lead ICF International’s emergency management line of business, according to an ICF announcement today.

Prior to joining ICF, Paczkowski completed a one-year Naval Postgraduate School Fellowship at the Homeland Security Department National Preparedness Directorate, where he pursued projects related to preparedness policy, planning and risk management in support of the deputy administrator for national preparedness at the Federal Emergency Management Agency.

Paczkowski was a 30-year career executive at the Port Authority of New York and New Jersey, where he held various leadership positions in planning, policy, and operations.

He managed the Port Authority’s emergency operations center after the 2001 terrorist attacks on the World Trade Center.

In late 2001, he was named director of emergency management and security, responsible for critical infrastructure protection and emergency readiness programs for the agency’s aviation, transit, tunnel and bridge, and port cargo facilities, the ICF statement said.

While at the Port Authority, Paczkowski led several national-level homeland security projects with various DHS agencies.

In September 2005, he led a team that helped New Orleans re-establish incident command and continuity of government less than a week after Hurricane Katrina struck that city.

Paczkowski retired in 2005 as a Marine Corps colonel with 33 years of active and reserve service.

Paczkowski holds a bachelor's degree in industrial engineering and an master's in engineering management from the New Jersey Institute of Technology, an master's in organizational psychology from Columbia University, and a master's in security studies from the Naval Postgraduate School, with a concentration in homeland defense and security.
